NYS-DEC NOTICE: Applicant requests a permit to construct stormwater control devices within the 100 foot adjacent areas of state freshwater wetlands WR-7 (Class II) and WR-9 (Class II). These devices are part of an overall stormwater pollution prevention plan ( SWPPP ) proposed as part of the applicant`s construction of a 356,022 square foot adddition to an existing 176,870 square foot food distribution center. The food distribution center is used by C&S Wholesale Grocers, Inc. The project site is located at 1 Elizabeth Drive, north of Black Meadow Road, south of Leone Lane and east of Black Meadow Creek in the existing Chester Industrial Park. The Department has reviewed the SWPPP and determined that this plan meets the requirements to obtain coverage under the state`s SPDES General Permit For Stormwater Discharges From Construction Activity.Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than May 19 2006. PUBLIC HEARING: JULY 6, 8:00 PM at Chester Town Hall - continued to July 26 at Village and Aug 3 at Town. Dec 14, 2005 - Town Planning Board approves Negative Declaration on project (meaning no significant environmental impacts).
Proposal: 90 foot high, 373,000 square feet adjoining C&S current building on 67 acres. The facility expansion will result in the addition of 300 truck trips per day for a total of 600 truck trips daily spread out over 24 hours - estimated 26 trips per hour. The facility has condensers currently using 80,000 gallons of water per day and estimated an additional 160,000 needed for expansion for a total of 240,000 gallons per day.
